高質(zhì)量發(fā)展視角下國(guó)有企業(yè)科研資金管理研究
——以A國(guó)有集裝箱碼頭公司為例

Research onScientific ResearchFundsManagementofState-owned Enterprises from the Perspective ofHigh-quality Development

Abstract: [Purposes] Provide suggestions for state-owned enterprises to leverage their own advantages to gather research funds,improve fund utilization,promote achievement transformation,and further achieve high-quality development. [Methods] Based on the requirements of high-quality development, taking A state-owned container terminal company as a typical case,qualitative research,comparative research and other methods are adopted to deeply study the advanced practices of high-quality development in state-owned enterprises,such as scientific research and development,achievement transformation,and optimization of scientific research funds.[Findings] State-owned enterprises should folow the path of "goal-investment-application" scientific research fund management,which specifically includes demand-oriented and clear scientific research goals.Diversify financing and broaden financing channels; increase investment toachieve long-term growth; precise configuration to improve efficiency; promote the transformation of achievements and realize the integration of value,etc.[Conclusions] State owned enterprises should take "budget allocation - risk control-feedback of achievements" as the guidance,dynamically adjust fund allocation,performance evaluation,and risk warning,improve the efficiency of fund utilization,and promote fund conversion rate through the results fedback mechanism,to achieve the goal of optimizing the management of scientific research funds.
