提升河南省制造業(yè)創(chuàng)新中心知識產(chǎn)權(quán)運(yùn)營能力對策研究

Research on Countermeasures to Enhance the Intellectual Property Operation Capability of Henan Manufacturing Innovation Center

Abstract: [Purposes] In the operation process of Henan Manufacturing Innovation Center,there are problems such as the lack of special policy guidance on intellectual property rights,the inability of the intellectual property management system to meet the needs of collaborative innovation,the bumpy road of innovation achievement transformation,and the lack of attention to the first commercial application,which seriously restrict its collaborative research and development of key common technologies and technology transferand transformation. Therefore,feasible countermeasures need to be proposed from the perspective of intellectual property operation capacity.[Methods] By conducting on-site visits and research, explore the actual needs of Henan Province's manufacturing innovation center,systematically sorting out the shortcomings of China's Guidelines for Intelectual Property Rights of Manufacturing Innovation Centers,and propose the advanced experience of manufacturing innovation centers in various countries.
[Findings] The Henan Manufacturing Innovation Center should shift the focus of its support policies from early construction to later development,identify theright entry points,and enhance the internal driving force for the development of the manufacturing innovation center.[Conclusions] It is recommended to concentrate on increasing financial support for projects and resolving common key technological innovation risks;. Make fulluse of the flexible space of the system and refine the Intellectual Property Guidelines for Manufacturing Innovation Centers.Fully utilize existing resources to enhance the quality of intellectual property services and talent supply.

制造業(yè)創(chuàng)新中心是我國新型創(chuàng)新載體的一種形式,旨在面向制造業(yè)創(chuàng)新發(fā)展的重大需求,突出協(xié)同創(chuàng)新取向,以重點(diǎn)領(lǐng)域關(guān)鍵共性技術(shù)的研發(fā)供給、轉(zhuǎn)移擴(kuò)散和首次商業(yè)化為重點(diǎn),充分利用現(xiàn)有創(chuàng)新資源和載體,打通“技術(shù)研發(fā)一轉(zhuǎn)移擴(kuò)散一首次商業(yè)化應(yīng)用”的創(chuàng)新鏈條,形成跨界協(xié)同的創(chuàng)新生態(tài)系統(tǒng)[1。(剩余7026字)
