Abstract Establishing a specialty nursing allance is an effective means of optimizing the balanced distribution of nursing resources across regions. In response to the inadequate specialty nursing service capabilties of primary healthcare institutions，the Second Affliated Hospitalof Zhejiang University Schoolof Medicine，leveraging itsstrengths asa provincial hospital，tookthelead inestablishingacross一provincialspecialtynursingalliance.Theallanceexploredand implementeda four-levelcollaborative smart specialty nursingassstance model，namely"provincialhospital一municipal/county hospital一district hospital-community health service center".Through the establishment of regulations， digital empowerment，and targeted asistance，it provided talent training and specialty servicesupport to municipal/ county hospitals，andofered smart nursing consultation services to district hospitalsand community health service centers.This approach hasachieved dual improvements in the specialty nursing service capabilities of primary hospitals and the brand influence of upper-level hospitals.
