Abstract： Logistics UAV vertical take-off and landing airport will become an important infrastructure for urban air trafic inthefuture，anditisnecessarytobuildasafeandefcientoperationguaranteesystem.Systemthinkingisaoisticand comprehensive wayof thinking，emphasizing theoverallsituation，understanding therelationship between thevariousparts ofthesystemanditsimpactonthe whole.This paperstudiestheconstructionoflogistics UAVvertical take-offandlanding airportoperationguarante system fromthree aspectsofsystem hierarchy，integrityandrelevance.Theresearchresultsshow thatthelogisticsUAVtake-offandlandingairportshouldbeplannedandconstructedhierarchicallyacordingtothefunctional positioning.Theconstructionofitsoperationguaranteesystemincludes notonlythetakeoffandlandingsitefacilitiesthatmeet the needsofaircraftfligt，butalsoasoundlow-altitudeflightserviceguarante system.Iaddition，theoperationoftheaiport shouldrealize the integrationof traditional infrastructure and informationinfrastructure suchas 5Gand Beidou Navigation Satelite System.Anotheraspect，itshouldbeeffectivelyintegratedintotheexternalintegrated transportationsystem.
