When talking about Pan’an County， many will think of the “Dragon and Tiger Flag”， the cloud-like and majestic state-level intangible cultural heritage as well as Shanghu town of Pan’an county， the hometown of “Dragon and Tiger Flag”. Shanghu town， situated in the northeast of Pan’an County， is the origin of Wujiang River， Cao’e River and Jiaojiang River and is called the “small plain in mountain area”.
